* Use a classic look for the hyperlink to indicate it can be clicked.
__Behavior:__
* the tooltip appear automatically after a "dwell timeout".
* "dwell timeout" configurable on the Admin/Timeline setup page
* "click-only" behavior if the "dwell timeout" is zero.
