__Style:__

* Change the mouse cursor to indicate there's a tooltip when clicking.
* Use a classic look for the hyperlink to indicate it can be clicked.

__Behavior:__

* Have the tooltip appear automatically after a "dwell timeout".
 * TODO: enable configuration of the "dwell timeout".
 * TODO: fall back to "click-only" behavior if the "dwell timeout" is zero.
 * TODO: for non-zero "dwell timeouts", maybe close the tooltip as soon as the mouse is no longer over the associated element?

__General:__

* TODO: maybe add a global option to disable the tooltips?
